KPK Names Deputy Manpower Minister Noel and 10 Others as Extortion Suspects

The Corruption Eradication Commission (KPK) has officially named Deputy Minister of Manpower, Immanuel Ebenezer Gerungan—widely known as Noel—alongside 10 other individuals as suspects in an alleged extortion case linked to the issuance of Occupational Safety and Health (K3) certification at the Ministry of Manpower.

The announcement followed a sting operation (operasi tangkap tangan/OTT) and was delivered by KPK Chairman Setyo Budiyanto, accompanied by Acting Deputy for Enforcement and Execution Asep Guntur Rahayu, and KPK Spokesperson Budi Prasetyo at the agency’s headquarters in South Jakarta on Friday, August 22, 2025.

“KPK has elevated this case to the investigation stage by naming 11 people as suspects,” Setyo said.

The suspects include:

  • Immanuel Ebenezer Gerungan, Deputy Minister of Manpower (2024–2029)

  • Irvian Bobby Mahendro, Coordinator for K3 Institutional and Personnel (2022–2025)

  • Gerry Aditya Herwanto Putra, Coordinator for Competency Testing and Evaluation in Occupational Safety (2022–present)

  • Subhan, Sub-Coordinator of Occupational Safety, Directorate of K3 (2020–2025)

  • Anitasari Kusumawati, Sub-Coordinator of Occupational Health Partnerships and Personnel (2020–present)

  • Fahrurozi, Director General of Manpower Supervision and K3 (since March 2025)

  • Hery Sutanto, former Director of Institutional Development (2021–Feb 2025)

  • Sekarsari Kartika Putri, Sub-Coordinator

  • Supriadi, Coordinator

  • Temurila, representative of PT KEM Indonesia

  • Miki Mahfud, representative of PT KEM Indonesia

All 11 suspects have been detained at KPK’s detention facility in Jakarta for the first 20 days, from August 22 to September 10, 2025.

According to the KPK, the suspects allegedly abused their authority in managing the K3 certification process, demanding payments in exchange for facilitating permits and approvals.

They are charged under Article 12(e) and/or Article 12B of Law No. 31/1999 as amended by Law No. 20/2001 on the Eradication of Corruption, in conjunction with Article 64(1) and Article 55(1) of the Criminal Code.

If proven guilty, the suspects could face severe penalties, including lengthy prison terms.
