The Telecommunications and Information Accessibility Agency (Badan Aksesibilitas Telekomunikasi dan Informasi/Bakti) of the Ministry of Communication and Information Technology (Kominfo) has officially completed the construction of Base Transceiver Stations (BTS) 4G in Papua. With this milestone, the agency is now turning its focus to the migration of services to Indonesia’s SATRIA-1 (Satellite of the Republic of Indonesia) project, which is set to roll out in 2025.

Bakti President Director Fadhilah Mathar confirmed that the BTS 4G development in Papua and its surrounding regions has reached its target, providing a crucial digital backbone for remote and underdeveloped areas.

“This is a strategic step in reducing the digital divide. After completing 4G BTS construction in Papua, our next big agenda is ensuring a smooth migration to SATRIA-1,” said Mathar during a press briefing in Jakarta, Thursday, August 21, 2025.

SATRIA-1: Bridging the Last-Mile Connectivity Gap

The SATRIA-1 satellite, which was successfully launched in June 2023, is designed to provide high-speed broadband internet across Indonesia, especially in regions that are still difficult to cover through terrestrial infrastructure. Bakti emphasized that the migration from BTS services to SATRIA-1 will further strengthen connectivity in schools, health centers, government offices, and remote communities.

“With SATRIA-1, we will ensure internet access is no longer a privilege but a necessity for all Indonesians, from cities to the most isolated villages,” Mathar explained.

Collaboration with Local Governments

Bakti also underlined the importance of synergy with regional administrations. Local governments are expected to play an active role in preparing facilities and ensuring that communities can fully benefit from SATRIA-1 services.

“We are working hand in hand with local governments to map out priority points, including education and health facilities. This will ensure that the satellite services directly impact people’s daily lives,” Mathar added.

Digital Equity as a National Agenda

The completion of the 4G BTS project in Papua is considered a critical achievement in Indonesia’s digital transformation roadmap. The government has long aimed to narrow the digital gap between Java and remote islands. With SATRIA-1’s migration program set for 2025, the expectation is that internet penetration and quality of service will rise significantly, enabling better access to education, healthcare, and digital economy opportunities.

Minister of Communication and Information Technology, Budi Arie Setiadi, praised Bakti’s progress, stressing that digital equity remains a top national priority.

“Connectivity is not only about technology but about inclusivity. The completion of BTS in Papua and the upcoming SATRIA migration show our strong commitment to ensure no Indonesian is left behind,” Budi Arie stated.

Looking Ahead

As Indonesia prepares to integrate SATRIA-1 into its national connectivity strategy, Bakti assured that technical readiness, regulatory frameworks, and public awareness campaigns will be accelerated to guarantee a seamless transition in 2025.
